I really wish Strongholds generated near the surface, exposing parts of them

The original concept looks better than what we have now if you ask me



Or at least make Strongholds that don't have portals in them generate like that

I really don't think so.

To my knowledge 65xx series is meant for HD videos. A x6xx is meant for low end gaming, x7xx for medium, x8xx for high end gaming, finally a x9xx denotes the best graphics cards for the series.
