It should be totally legal, and there should be no driving restrictions on it. If some dumbass wrecks his car whilst being baked, it's his own damn fault.
Thinking about it, if it gets legalized the government will probably regulate it and put all kinds of bad stuff in it.The word you're looking for is "Subsidize".
