Unlike you I'm not going to pretend I know how these things work.The entire idea of lobbying is to get ideas from the market put into the minds of congressmen. It is inanimate, It can be used for good and for bad, and so the best way to prevent bad laws from lobbyists is to lobby against them, hence "counter-lobbying".
