I'd also like to say that I might believe he's Plaz. Today when I was livestreaming someone under the name of Plaz joined my livestream. He was conversing with the other viewers and mentioned that he still had alts on the forum. Could this be one of them?

Clearly you don't use v-sync in this case (frame rate monitoring), but do you normally run games using v sync?
I never use v-sync. I only use it for two games.
BioShock 2 because it runs too fast to the point that I can't aim.
And Dead Rising 2 because stuff goes wack if I don't have it on. Graphic tearing happens a lot in that game.

When I said running fraps impacts performance I meant recording. Why else would I run fraps?
