You mean it's not normal for cats to walk outdoors on their own?

I don't know if the laws are different in the Netherlands but in my neighborhood, pretty much everyone lets their cat walk outside. Whenever I go outside I always encounter at least one cat.

Pretty sure is normal in the UK too.
