It is the complete opposite of what you are talking about.

The navy shoot bricks out with their guns and then shoot through them.

The pirates have magnums, which have perfect aim, headshots, and knockback, whereas the navy rifles dont have any of those. The pirates can also board the navy ship whereas the navy cannot invade the pirate ship.
