the unveiling of the republican american health care act has been met with less than enthusiastic reviews: it's slated to leave more than 14 million uninsured by 2018 and 24 million by 2026.

coupled with repealing obamacare medicaid measures, an additional 5 million low-income people could be dropped by 2018 with an exponential increase as premiums rise and subsidies decrease for a whopping grand total of 52 million uninsured by 2026.

these numbers make the last leg of the obamacare repeal exceptionally tough as the replacement looks less and less possible to implement

president Annoying Orange had an unrecorded phone call between him and russian president vladimir putin today. also today, russian forces resumed shelling ukrainian towns after a year-long lull in the country's invasion.

the russian invasion of eastern ukraine has been in effect for about four years now since around the time of euromaidan, when the ukrainian civil war flared up. russia has been delicate in covering their tracks (such as in the annexation of crimea), so movement through east ukraine is mostly limited and without any abrupt advancements.

with president Annoying Orange's pro-russia, anti-NATO, america-first policy, it's not likely that ukraine will receive any aid

WHAT'S GOING ON?
The world is experiencing a time of turbulent change and international crCIA. Europe's influence extends far beyond its continental boundaries, touching the hearts of those the world over -- for better and for worse. In this time of great social upheaval, martial reorganization, and economic evolution, it is the duty of all leaders to seize the opportunity of staking their claim as the greatest, lest they crumble like Ozymandias of old, for such is the Course of Empire.

HOW IS THIS PLAYED?
Simply claim a nation and roleplay! It's as simple as one post. You'll have control over your country's government, what friends you make, what wars you fight, etc. Within limits, of course.

HOW DO ARMIES WORK?
Army size and effectiveness depend on several factors, namely population, conscription percentage, and doctrine:
 
  • Population is the people under your empire's banner and naturally fluctuates. From here you can find your nation's livelihood and success.
  • Conscription percentage can be raised or lowered at any time, but sustaining large amounts of soldiers is sure to lead to troubles both fiscal and diplomatic, as well as industrial and aesthetic. Therefore it is common to "mobilize" and "demobilize" when appropriate -- that is, raise the percentage when at war and lower it when at peace. If you want a general idea of what's normal, a 1% or 2% peacetime military is common, with large wars seeing up to 40% or 80% conscription. Due note unhappiness generated from large conscription rates, too.
  • Doctrine has two flavors: quality and quantity. Quality lowers the number of soldiers you can have, but makes them more effective in combat. Quantity is the inverse, increasing the number of soldiers you can have but making them less effective. There is no clear superior and this attribute cannot be actively changed.

IS THERE A TECH TREE?
Nope. They're really clunky and not fun to keep track of. If there's a technological development, either bring it up at an appropriate time or OP will announce it outright.

WHAT ABOUT THE STUFF BEFORE 1860?
Everything from before 1860 is just as history intended. All of its wars, its grievances, its imperfections -- they're all intact. Except alliances. They're a pain in the ass to triangulate so all of them pre-1860 are wiped. Relations between nations aren't, however.

ARE ALL NATIONS EQUAL?
Some nations are more equal than others. Those nations are called the Great Eight, the countries with the most powerful economics, militaries, etc. Here they are at the game's start:

RULES
 
1. No powergaming (my army moves so fast yours can't even react!!!), omniscience (I know the American Civil War is going to happen soon, so I'm going to drain Southern manpower!), metagaming (person B told me over Steam that person A is going to do X, so I'm going to preemptively counter it!), etc.
2. Don't be a richard and don't be supremely ahistorical. Things are going to get weird, but don't try inventing nukes or something stupid like that. Act within reason and act within the era.
3. Alliances, embargoes, trade relations, etc. may be formed between nations.
4. Selling of land (ex. Alaska Purchase) is allowed, but nothing ridiculous (don't break rule 1 by selling someone your entire country and then quitting).
5. If you're going to quit, say so. If you're going into stasis, I'll control your country until you return.
6. In war, players will preferably commit their own plans and then wait for their opponent to make their move, from which OP will make the appropriate simulations.
7. If you're going to talk with another country, please do it here. I'd rather not have you scheme in private and then get mad when it doesn't work out.
8. If you're unsure about something, just ask! OP will be glad to clear things up or help provide some context for where to take your nation.
9. You cannot RP for nations you do not control.
10. Amendments to the rules is possible. It's been awhile since I've run a RP so expect some additions.

the affordable care act, dubbed "obamacare" by the right wing, was a law in 2010 which outlined healthcare subsidies and insurance coverage for over 20 million lower class americans. last week, the senate voted 51-48 to outline new obamacare policy, predictably to gut all funding. today the house voted in favor of that same bill, and so proceedings have begun to introduce a bill to formally repeal the affordable care act.

repealing obamacare is anticipated to cost $350 billion over the next decade and leave 20 million americans without health insurance.

as aleppo falls to government (russia-backed) forces, the rebel (US-backed) groups operating in syria have no more major strongholds, painting a different picture to a possible peace in syria. russia and turkey have negotiated a ceasefire in the country between rebel groups and the government effective thursday. the truce will be guaranteed by both russia and turkey, but markedly excludes the united states and groups like CIA, both of which have influence over areas in syria.

whether this peace will last longer than the UN-brokered one will have to be seen.

the united states is sometimes called israel's greatest ally because it automatically vetoes any measure that isn't in the interest of israel, but today is a different story. a resolution to call for an end to israeli encroachments on palestinean land passed without american protest, marking a new chapter in israeli-american relations. for the record, president obama and israeli prime minister ben netanyahu do not have a good relationship thanks in part to netanyahu's eccentricity and maladroit diplomacy, so this move could be seen as the culmination of diplomatic grievances as well as obama's lameduck power game.

the israeli prime minister has announced that israel will go against UN mandate and defy the resolution.

the remote-controlled american surveillance vessel (essentially a humongous drone) USNS bowditch was seized by chinese authorities as it crossed into the south china sea today. china claims the vessel was invading chinese sovereignty (note: the south china sea is considered international waters, not chinese) and so has sequestered the ship until further notice. the pentagon has already issued a demand to the chinese government for the return of the vessel and has denied that the ship was being used to spy on the chinese island-building project.

if the american government fails to recover the ship, then the expansion of chinese influence to the south china sea will be further legitimized, and therefore the hundreds of manmade islands outfitted with airstrips and AA defenses will fall under de jure mainland control.

conveniently, a twin bombing happened in istanbul yesterday, causing ~200 casualties. today, president erdogan's ruling party submitted a bill to the turkish parliament with terms to abolish the prime ministry and consolidate all power to the presidency, permitting the president to appoint government workers, vice-presidents, supreme court judges, etc. under the guise of national security.

you may remember the coup from back in the summer wherein a false-flag usurpation took place in istanbul, allowing erdogan to strip the military of its right to coup and making him the leader of both the country and the military. well, now he's trying to get rid of the only forces that still stand in his way -- the supreme court and the prime ministry.

the bill will see a referendum sometime in may 2017. in order to amend the turkish constitution, 330 of 550 parliament delegates must vote YES. erdogan's party currently controls 316 delegates.

CONTEXT FOR THIS EVENT

after a month or so of millions of koreans peacefully protesting president park geun-hye's government, the korean senate has overwhelmingly voted to impeach her. the impeachment vote was 234 to 56, meaning 60 of park's own supporters turned on her. her approval rating stands at 5%.

as the process to remove her from office for conspiracy and corruption charges proceed, south korea rejoices. it's unknown what measures will be taken to ensure a more fair and representative democracy in south korea, but we'll find out within the coming months.

the international criminal court is where perpetrators of genocide, crimes against humanity, war crimes, etc. are sent for prosecution by an international, nonpartisan power. russia was formerly a signatory of the court's charter, but putin has signed legislation for russia to shed that responsibility, calling it "ineffective" and a waste of money.

to put this into geopolitical perspective, the united states is a signatory who has renounced her membership as well, and china has never ratified the charter.

california senator barbara boxer (D) proposed a bill to the senate revolving around the abolition of the antiquated electoral college. the bill (intent to become an amendment) comes at a time when Annoying Orange beat clinton despite the latter having over 1.1 million more votes than Annoying Orange.

the bill isn't anticipated to go anywhere, considering both houses of congress are republican-controlled, but if the electoral college performs an upset in december wherein it elects clinton, you'll see this passed fast as hell.

russia and the philippines had discontinued diplomatic relations with the US about a month or so ago as tensions in both syria and the south china sea heated up, but following the victory of donald Annoying Orange, putin and duterte have announced plans to restore those relations as quickly as possible.

the district of columbia is more populous than two US states and the seat of american government. although it enjoys many rights held by other states, it is not a state. DC is a federal district, but a growing moving has been looking to acquire statehood for some time now. a referendum is to be held on the same day as the presidential election to decide whether DC wants to become a state.

this is not a simple process, however. if DC wants to become a state, it must following an arduous path: first, the referendum must succeed, then congress must propose an amendment which must pass both houses, then at least 38 states must endorse DC for statehood.

so during the november 9th presidential election, DC also held a referendum regarding the subject of DC statehood. 79% of voters said YES to becoming the 51st state, named "New Columbia", so now the second step is in motion: for congress to introduce an amendment. will it ever happen? with a republican-dominated congress, most likely not.
