I think it's pretty obvious that he meant "52.1% of voters"my b for assuming, then
52.1% did not vote for clinton. the majority of the country didn't want clinton as their president.I can't tell if you genuinely don't know how majorities work or what but I think you should know that 55.4% of eligible voters didn't even bother showing up the booth this year, so a majority of people didn't like any candidate

california senator barbara boxer (D) proposed a bill to the senate revolving around the abolition of the antiquated electoral college. the bill (intent to become an amendment) comes at a time when Annoying Orange beat clinton despite the latter having over 1.1 million more votes than Annoying Orange.
the bill isn't anticipated to go anywhere, considering both houses of congress are republican-controlled, but if the electoral college performs an upset in december wherein it elects clinton, you'll see this passed fast as hell.
