Fill it up with water, place boat at bottom. Boat will float up to top really fast when submerged in the water.

I know that, but I don't want an ugly stream of water pouring down of it.
I am gonna give netherportals a go, but the relevant nether position of pretty much my entire region is a huge block of nehterrack so my portals constantly glitch.
Nether portal glitchd as usual and just leads to my main nether portal.
If anyone could help me with a way of just getting up, not down, I'd really appreciate it.

No, you have to shoot a portal at the moon again, and then go to the moon and start a colony.
Then a meteor will strike and you have to repair things.
It has co-op, and a text-to-voice machine.
