You get the plasma cutter early on in the game. You get it when you find that dude dead under a sign that says "cut off their limbs", while outside a man (who you unfortunately cannot save no matter what) is screaming for his life.

if evolution were true and everything was random chance, that would happen but nope it's common sence that that wouldn't happen.
the only thing thats random about evolution is the introduction of mutations
mutations are almost universally minor and they can either be beneficial or derogative to the organism's wellbeing
in evolution we have several subjects of varying genetic makeup. some of them have genetics that are beneficial to their survival in the environment they are in, and some are not. those who are successful tend to reproduce more efficiently, drowning out genetics that are not favored
