Except that only admins on the service can make them and they're always available from the mod manager on a tab that was either titled "Featured" or "Packs," I don't remember which.

Either way it fits the definition of "Featured."

Anyone could've requested to make a pack, nonetheless. A person that makes 100 sub-par/generally useless add-ons can have a pack while a person which does one add-on which enhances the game doesn't have a pack despite the add-on being "featured". Your point is still invalid. Also, the tab is "packs".

You can download them individually by clicking on each pack. It's basically sections for the featured items, it's really the same thing.

Except that making a pack does not mean anything is featured.

When I said 'that wont happen' I wasn't referring to the mod, I was referring to the rtb pref thing, because rtb shutting down

I think the default RTB functions like RTB Prefs will still be functional. Even the chat at all, but people won't be able to connect.
Someone could strip the RTB of most of it's functions so it still retains the server settings, auto admins and all that stuff.

but then again there wouldnt be a need to close rtb

Personally I am curious what is Ephialtes doing.
Also it's not much about closing RTB but the fact that a system which would be integrated in the game by default would be better.
RTB was a great system, which wasn't defaulted because of godknows what reasons.
But I suppose this is a plan to make something that can be integrated.
Only time can tell what. But I suppose it will close in March because that's the time where the new update would come up?
