Technically all normal vehicles can traverse on land and water.

Crosshair's, I do believe are clientsided.
Meaning that you would need a clientsided addon to do that.

So, someone makes a serverside addon that tells those with the clientside addon not to have crosshairs.

But those who don't have the clientside addon are automatically kicked from the server with a default reason as to why.

That's the only way I see of doing it.

Stand back, I know nooblingo. My best guess is that he means someone spammed a lot of bricks that were either evented or are some sort of special brick that launches you into air.
