That's when someone with no affiliation to any company makes a new item and submits.
In that case, if Valve likes your item they may pay you for use of it.
In the case of a game promo you would likely have to pay money to have the item included, since it's something that is for your company's benefit only.
When you put something on Steam Workshop and they like it, I don't think it can be modelled on an item from another game or company, since you don't own the rights to it.
