Heh Oh boy
I just lost my dinosaur of a PC.  It was a 2008 macbook.  Had it for 4 years, the hard drive crashed.

I still use my 2007 MacBook for video editing, runs Snow Leopard fine.

I'm not a fan of overclocking personally. I don't think its necessary if you have a modern system. Its a little bit risky and you end up having to spend money on quality fans, or ideally some kind of liquid cooling. I'd rather just buy a nicer CPU and run it at stock for peace of mind. More power is good, but I'm concerned about "real world performance". Though I could see 1.8GHz to 2.5GHz would be notably different.

You can always check your local government website for updates on the safety of tap water. Ignore some of the stupid comments here, you are very right to be questioning the quality of your tap water and it is good to be certain.

Sometimes it can depend what building you live in too. If you live in an old apartment block, old degrading pipes can pose risk to water quality too I believe. If you live near industrial buildings, gas stations, or other polluting buildings you may be more likely to have a lesser quality of water.

You can have water tested, there might even be do-it-yourself kits. Usually you can tell by color, smell, taste.

If you are concerned you can always buy a filter.

Its hard to suggest much, you should really research this yourself online. I'm sure there are lots of resources.

The size of the build bares no relevance and I'm not sure what "quality" is supposed to mean... unless you mean the size of the individual bricks, in which case... somewhat yes.

If someone makes a 1x6 wall out of six 1x3's instead of three 1x6's then that is an obvious issue. These are common lazy flaws in building. It is almost never done intentionally for effect. This is just one example as there is no single definition of what is an inappropriate use. This is because there are many ways to flaw building-- if you wanted to narrow it down, you might say its using badly sized bricks relative to the required measurements.

The qualifier is if somebody builds something for purpose. There is nothing subjective about using bricks badly when it comes to measurements, that is just cutting corners. You'll know a quality slip when you see it, because the builder will rush the build by avoiding the brick cart selector.
