if you want to add a card or not is up to you. but if you didnt you can still transfer money to and from a bank account.

both both paypals require a bank account linked.
even if you dont use it. its the whole security proof that you exist as a person with a SS number and that you can be found.
paypal is a legit bank. they wont just let any starfish make a new account with every email he has.
PayPal UK on the other hand allows me to use my creepbaiting money without a bank or card.
