yasuo has tons of things about him keeping him in balance
he's a squishy melee for heck sakes, his only defense is his super high CD windwall and his mobility

The balance issue comes with the fact that she gets random summs + item actives. A barrier or exhaust can change the course of a fight, or she could just end up with a cleanse.
I mean its also annoying that when she whiffs her E it just becomes a trap with a gigantor hitbox but that's not as huge a problem.
