Since forever. Tri-cores are just quad cores with a disabled core because they didn't meet the requirements.
I'm sure it would be playable.
Hell, my piece of junk laptop ran MW2 quite nicely(even though some maps were somewhat laggy). So it prolly won't run Black Ops anymore, but who knows. And CoD has quite stable and PC friendly engine.

2.0ghz AMD Athlon x2 64 QL-62
ATI Radeon HD3200
4GB RAM

You should be fine with that laptop. My laptop pretty much has the same specs except the CPU is a tri-core and I can run games like Dead Rising 2 just fine.

You should be able to run it on medium I think. Maybe some settings on high.
If I recall that video card is DDR3 rather than DDR5 so it's not really that powerful.
