The very old Blender exporter (think 0.94 from like 2007) needed those empties to set up the object hierarchy within .dts file. The whole thing has been obsolete since 0.96b of the old exporter, so no need to fret about those things. DarkStar's tutorial probably contains references to these as that was written aeons ago.

You can somewhat decrease the temperature of the air blown by the fan if you force the air through small holes. Won't decrease it by too much, though.
Also, you can buy evaporative coolers or "swamp coolers" that are basically fans that blow cold air from ice boxes. They only work in dry climates, and don't expect them to cool down your entire room.
