no im pretty sure it will still take up inventory weight.
and heavy armor has always been harder to sneak with in TES.
edit: ah no i see. according to uesp, the perk requires lvl 70 and its description is "Heavy armor weighs nothing and doesn't slow you down when worn."
so the real advantage to light armor is sneaking. and you wont be slow and fat until your armor skill is lvl70.

weightless meaning it doesn't slow you down

Unless you've actually tried these features you can't really give any credit as to how good they are. Sure you may have seen video's and photos of the product, but you experience is an entirely different thing.
