Brock is out because Unova was supposed to be a vacation for Ash and his mom. Brock didn't come, and neither did Dawn. Watch the first episode of Black&White.

I BEAT THE POKEMON LEAGUE! WOO! You get Reshiram/Zekrom once you beat the Elite 4 then battle N. Also, once you beat the champion (you'll have to defeat the Elite 4 again then beat him) go to Dragonspiral Tower to where you faced N in Pokemon Black and you'll see Zekrom. Capture then you'll have both!
