^That or an RX 480, and you should really get an SSD for the OS. The CPU is basically wasted if you don't have a fast storage drive.

Changed video card to an RX 480, updated CPU to a 7700K, updated RAM to DDR4, added an SSD and changed monitor to one that handles AMD FreeSync.

Sounds very cool! I'll definitely start saving for one, thank you. Do you have any recommendations, or one's you've had good experiences with?
Sure thing. You can a Crucial MX200 250GB for $84 /w free shipping: http://pcpartpicker.com/product/KzyxFT/crucial-internal-hard-drive-ct250mx200ssd1
There's also the Samsung 850 EVO 250GB for $90-ish: http://pcpartpicker.com/product/3kL7YJ/samsung-internal-hard-drive-mz75e250bam
They're about equal except that the Samsung drive has a longer warranty.

Because it's way faster than a regular hard drive, and everything that's installed on it starts up way quicker. It also doesn't get "bogged down" like regular hard drives tend to do when it's used by many programs at once.

There any bottlenecking? My PC seems to running surprisingly slow.
Get an SSD, it'll make all the difference in the world.

The 850 unless you really need to save money. It's faster, has better flash chips with better write endurance and a longer warranty.
Benchmark: http://ssd.userbenchmark.com/Compare/Samsung-850-Evo-500GB-vs-Samsung-750-EVO-500GB/3477vsm143302
EDIT: Although to be fair, if you're only going to use it as a system/games disk you might not notice the difference.

Dumb question perhaps, but did you plug in the PCIe power cable?

I tried washing a kettle once by filling it with soapy water and turning it on.
Good news: I got it cleaned
Bad news: I ended up with water over the worktop and in the kettle base that was live with 230V AC. Thank forget nothing went wrong.

i tried to boil a milk that was 3 years past expiry date (it was sitting in my unused fridge)

the moment i poured it into the pan i threw up because the smell was so bad, and i had to cover my nose to boil it. afterm boiling it i managed to create a weird oily mess in the pot and had to throw the entire pot away because the stuff was literally infused into the metal. the smell was awful I can't even explain how bad it was

the house smelled like decaying corpses and oily stuff for a week and I had to buy like 10 fabreezes in order to not vomit
How did you not notice the milk was bad beforehand? Like, you should've noticed the smell the moment you took of the cap.

It will run, but not very well. Intels IGPs have always been sub-par for gaming, especially back then. If you're not going to play anything more demanding than TrackMania you can get by with a GTX 1050 for $110: http://pcpartpicker.com/product/G3H48d/zotac-geforce-gtx-1050-2gb-mini-video-card-zt-p10500a-10l
It'll easily run the game on max settings at way above 60 fps.

Get an SSD

56
Where have you heard that exactly? Corsair is one of the better companies when it comes to return rates. Just because you've owned one bad product from a series with known issues doesn't mean all their products are bad, especially since their PSU department got a new product manager.

57
swap out that Corsair power supply for an EVGA, never, never trust their power supply's.
You don't know what you're talking about, stop spreading FUD. The CX450M I picked is far superior to anything EVGA has to offer in the same price class.

GTX 760 yo.
I really want an RX480, but I don't have the money right now sadly.

Looking for a desktop build that could run GTA V on slightly better settings than Xbox does
Budget is $650, how good of a desktop would that get?
This should run GTA V at 1080p 60 FPS high setting: http://pcpartpicker.com/user/Chipskate/saved/ZVRkLk
That's with an SSD + HDD and a Windows license, if you already have a license key you could upgrade to an RX470 even.

It's OK, but as others have said you should get a Z170 motherboard if you want to overclock and a lower-power PSU (like a Corsair RM550x or EVGA G2 550). IMO you'd also be better off if you changed the liquid cooler to a high-end air cooler like a Noctua D15 or Cryorig R1 since they're about as good as the H100 and quieter. You should also get faster RAM since it helps with minimum framerates, 2800 or 3000MHz should be good.
