Perhaps a game that's similar to spore, but instead of you inhabiting a race/creature, you over watch an entire landscape of creatures, creating things, predators, herbivores, etc, in order to create an entire eco-system. This would make you create different carnivores/herbivores in order to balance things out and make sure nothing goes extinct or starves.
Your thinking of Species.
