No, it's a bottleneck. It's the lighting setting, and that's handled by your CPU.

No piece of garbage runs Terraria at 40 fps with a 6800 series. It's probably a pentium.

Your GPU is being wasted by your crap CPU. I would imagine it's causing a lot of bottlenecking.
