What is your budget. You are better off buying a low end gaming comp that is capable of being upgraded. As your comp there reached its limit about a decade ago.

needs to be 75x75 px
not sure about the actual file size, but 75x75 is the max amount of height and width
however if you upload one that's larger than 75x75 pixels, it will still work, because the forum resizes it automatically
the size of the file is mostly irrelevant as long as you don't have a five minute long gif or something
I can see an avatar that you have right now. it's misty from pokemon
if you try to change it and it seems to work fine except that the image is the same, try clearing your cache and loading a page that has your avatar on it
but if you're getting an error, then you need to tell us what the error message says
