Help / VIP Having No Weapons

Would there be anyway to make it so that in the VIP gamemode the randomly selected VIP gets certain things? Like, no weapons or weapons different from the people protecting the vip?

Would it be any trouble for someone to change Packer's barrel vehicle so that it can't be mounted anymore and that it spawn upright? This would be a very useful prop.
