I would drop that cpu to just the 3570, because I doubt he's going to overclock and he won't need all of the power of the i7. Maybe a 670 with a better cooler, ssd for caching, higher end mobo, or just save the money.
That kind of cooler on the GPU is actually a bit better, that kind of design sucks air in from the case and pushes it out through the card's heatsink and out the rear opening.  I used to think it was a dumb design too but really it does make more sense.

I don't really get why the beta is less than a quarter of whats actually in the game. There are going to be a lot of bugs in the actual release I imagine.
I think they're really just testing out server load and any "rough around the edges" bugs/problems, i.e. specific people can't play the game despite meeting requirements.

I am using the Gigabyte version of the GTX 560 because that's the one I have in this computer but sucks
Can you clarify?  Is it broken?  Or just not good enough on its own?

Because two 560s is roughly around a single GTX 580.  A GTX 670 is better than a 580.

I threw together this part list for you.  It keeps most of the same stuff, i.e. keyboard, case, dvd drive, OS, etc. but instead of 32 GB of RAM, it's now only 8 (because seriously you don't even need more than 8).  Swapped another mobo in too because typically Intel ones are okay but they're not the best.  Same processor/cooler.  Also threw in a GTX670 (which you can overclock to reach GTX680 performance).

See, you were just getting caught up in all the hate around the online aspect of the game.

I haven't found any bugs yet except for the way that roads sometimes are placed with forgeted up textures.
I haven't seen that, but I've seen tearing into the road with the city hall/school signs :(

Waiting for servers to be opened again so I can try out the game on an integrated GPU :/

EDIT:  the game performs very well on lackluster GPUs like the Intel HD 3000 on low settings, however if you're like me and you have an on-board GPU then it's not worth that.
and then suddenly play is blocked again.  k.

my only real problem with the game is that oh is it slow. I got like around 30 FPS on lowest settings, at 1920 x 1080
Check framerate cap.  Was wondering the same thing too, then changed it to 60 FPS.

I forget the rest of the settings for framerate cap, but I had to force Vsync on through Nvidia control panel because the screen tearing was annoying.  People are saying that the game runs nicely on low end computers too.  I'm gonna try running it on an Intel HD 3000 (Core i7 @ 2.3 GHz, 8GB RAM, 1920x1080) tomorrow.

If you have a rooted android phone you can easily root it by looking up simple apps to do so.

My thoughts on the game so far after playing for like a small amount of time:

The game is VERY fun.  The data views are VERY informative.  The game is just incredibly well made.  Like this is in no way a paid statement, the game has been made very well.  I seriously can't wait to play the full version of the game and eagerly await release.

The only downside are the dreaded "online only" and "cloud savegame" functions.  My idea:  Make a single region (hard coded into the game) that is "offline capable".  You can't have multiplayer in it, i.e. other users cannot join you in this region, but the region is saved locally and is capable of offline play.  Also cannot interact outside the region in terms of global import/export/etc. and not capable of leaderboards/achievements.

also someone on /r/simcity made this really pretty city

Those scumbag politicians don't deserve break time.
The fact that they had to enforce a "no recess" before the fiscal cliff bullstuff ran out in order to ensure that politicians stayed to discuss it is absurd.  If it's the country's economy on the line and politicians weren't willing to voluntarily stay...

You could have posted in the Simcity thread you little stuff

Just pre-order the physical copy from Amazon.com.  You don't need any money in your card either, it can be just a card that has $0.46 in it like mine does, because Amazon won't charge for physical game copy preorders til it ships (which is March).  Then you will get emailed by Amazon within a few hours (at least for me, but this was all last night might be quicker for you idk) with your beta key.  Then cancel your pre-order.  Ta-da.

thanks to Rob DenBleyker of C&H for bringing this up in my Facebook feed

Baby Got Back - Jonathan Coulton vs. Baby Got Back - Glee Cast Version

I managed to load them at the exact same time and managed to sync them up so that they were playing the exact same notes at the exact same time at the exact same rate.  Let me tell you, it's very clear that the Glee developers have blatantly ripped from this, not just in the song style itself, but apparently even tidbits of Jonathan's cover are still present!
Quote from: Jonathan's Twitter
After listening, I think that @GLEEonFOX may have even used parts of my recording. Do I hear a duck quack? And of course they say 'Johnny C'
EDIT:  The "Johnny C" line is at 2:17 in the Glee video above.  And the original.

What do you guys think though?  I mean normally most people tend to just bash Glee for being an overrated show to begin with and for causing tweeny bopper girls to say stupid stuff like "why are these old 70s bands covering Glee songs?!?!"... but whatever.

another edit:  NPR also threw in some thought into this little thing as well

These things happen. How did it go?
Probably really well.

This sums it up.  Same with my math, French, history... but not as fun as PHYSICS.
