The People of Wizzeh propose the following Forum Resolution:

REGRETTING that until all nations agree to withdraw from weapons of mass destruction, their use may still be necessary.

REALIZING that there should never, then, be a need to use those weapons among fellow Forum nations.

The Forum proposes that:

• A "Weapon of Mass Destruction" be defined as any device whose use is primarily that of destroying the property, resources, or lives of human beings and which does so on a scale which could potentially affect hundreds of sentient beings.
• The use of Weapons of Mass Destruction on any member of the Forum be banned.
• The possession of more Weapons of Mass Destruction than could be reasonably expected to be used on nations, beings, organizations, or races who are not a part of the Forum by banned.
• The use of Weapons of Mass Destruction on nations, beings, organizations, or races who are not a part of the forum be strongly discouraged.

Purpose

The purpose of the forum which is hereby created is to encourage international and intergalactic peace and prosperity for Humanity.

Rules

-All nations may join, unless they have an active condemnation.
-Any nation may propose that the Forum condemn or commend any other nation.
-Any nation may propose that the Forum redact any condemnation or commendation.
-Any nation may make any proposition for any resolution it wishes.
-Any nation may vote to remove any other nation.
-Every nation has one (1) vote on every action.
-All actions require complete agreement except for the party being affected and one (1) additional member.
-Nations are STRONLGY urged to vote on every action and to listen to every proposition.

It seems like poor diplomacy and military strategy to meet in their heart. For the third time, we believe that an island or ship in international waters would be the best option, since no nation currently possesses torcreepes.

Alliance violence has been the DEATH OF WORLDS, and your alliance is proposing to have it happen again. Nations should maintain the ability to not keep the cycle going. The International Forum is hereby created, The People will propose the format after this extraterrestrial ordeal has calmed down. We propose a ship in international waters as the meeting place with the extraterrestrials.
