I'm pretty sure you're using vista.
So click computer then click system properties

I did that, nothing happened. They've disabled the feature.

There's 3 things on my start menu.

Documents.
Computer.
Security Options, which is CTRL-ALT-DELETE without task manager.

All programs has nothing but educational tools.
