CPU - i7-3770k
CPU Cooler - Hyper 212 EVO
GPU (x2) - GTX 670
MOBO - EVGA Z77
PSU - Cooler Master 1000w Silent Pro Gold (Modular)
RAM - G.SKILL Ripjaws 16GB
CDDVD - LG DVD Burner
HDD - 1TB WD Black
Total comes to $2,141.33 after taxes .. More powerful than anything anyone else has offered you, albeit slightly over your 2k budget. Of course i could have put together something much more powerful but this kept fairly close to your budget.
I didn't include case because that's mainly your personal taste. You'll likely spend over $100 on one as it'll need to be very roomy. With case, expect it to total around $2250 after taxes.
BUT WAIT THERE'S MORE if you really can't spend over $2000 just go for 1 GPU instead of 2. Voila.

also, i would lol if he actually got 2 7950s together, then that computer would last a very long time, the only thing i'm worried about is the PSU if he does that.

I run it on 1340x1024. Read my spec.
Where did you read that? Look on the video. He's running it on a stufftier computer than me and gets 35-40 fps with fraps recording in the background.
