i was laughing at the fact that the source of the image was from tumblr
also, after attempting to backtrace it, the original post seems to have been from a tumblr as well

it's a simple image, i bet someone just did a vector in illustrator and used a powerpuff girls font to fake it

there is also a second poster from the same tumblr

being unable to find anything on this tells me it's just a fan-made poster for fun, or to mess with fans
unless Craig McCracken was head of the project again I wouldn't expect it to be as good anyways
