my bet is either starting out at flat 0, and work your skills up to 100/100 (which i like), or you'll get a very low total amount of points to spend on the skills. (which i don't expect at all since that doesn't exist in single-player)

Single player characters will call you up asking for jobs (not really new info) but that includes the characters you actually play as in the single player.
The game starts with you getting picked up from the airport by Lamar who says he met you on Lifeinvader.
First mission goes straight to a street race with actual online players in it.
Mario Kart like races with GTA-style power ups.
Every clothes store uses one big menu to buy all your clothes through so no more needing to search around for a ponsonbys if you want to buy a suit, you can buy every single bit of clothing from just one store.
You need cash on you to enter certain mission/jobs but you can use your bank account to pay for things in stores.
ATM's are marked on the map which could make it harder getting money out of the bank if someone see's you near an ATM on the map.
There's a game mode called Top Fun which involves one team on dirt bikes that have to get to a certain point on the map and one team on fighter jets who are trying to stop them.
All missions have a player rating system which can help you decide on which ones you want to play.

well as far as i know quilava isn't obtainable early in the game
those three are just the starter, professor given, and an event one.
unless the original three starters are obtained much later on, then i'm wrong anyway

i haven't looked at mccarthy's twitter in a while, found lots of obvious (and i do mean obvious) yet hype-worthy posts
so, meghan will be writing more than pilots (obvious). spike and rarity moments (obvious). crusaders interacting with the new princess (obvious). applejack getting more than one episode (obvious). and tabitha getting a real workout as her various roles (obvious). all of these things are to be expected really, so that's pretty obvious
