No. Ubuntu OS is designed for computers and as long as there isn't a PC emulator on the Vita, you won't be able to.

You should add the Hospital for the Bleeding snake in thee Off-Topic land, next door to the Tuna Jar Factory. Oh, and a court in the Drama Zone, too.

Also, that Small Track of open land should be Speedkart Raceway.

Pokémon factoid: The Psychic trio of the Sinnoh Region, Azelf, Uxie, and Mespirit, can each learn one of the 3 elemental moves, Flamethrower, Thunderbolt, and Ice-Beam, respectively.
I learned this from playing through Pokémon Diamond version.
