Anyone have any advice on my error problem?

Error comes up when I click the creature creator shortcut:

Could not create the Graphics Device.  Direct X is unavailable. [1002]

I have DirectX 9.0c by the way.

You need the latest version of DirectX 9 Probably.

How to get latest version?  I've tried and am confused now.
