at this point i wouldnt even suggest anything. he should just rent servers from online unless he has 100 up and down speeds for his internet.

any modern computer is able to host without a problem. you can build some cheap pc that runs quietly and is power efficient
the problem will be your internet connection. youre going to need one hell of an upload and download speed.

you can get the r7 250 for cheaper by itself.
sure you can have a nice gpu fit in that, but the sad story is the cpu that comes bundled inside isnt that great. so is it really worth it?
id advise just getting a dedicated gpu and a nice cpu to go with it instead of bundling it unless youre on the worlds tightest budget.
