Right Click Computer
Properties
Under "Computer name, domain and workgroup settings" click "Change settings" with the little shield to the left of it.
Under the Computer Name tab click "Change..."
Enter Name-PC
Also I'm not sure if this will change the directory of your files.
Like let's say
C:\stupidusername!!!\Minecraft
might not change to C:\Spencer\Minecraft.
Or at least I'm not sure. Try it, what's the worse that could happen.

By default IE opens gif images so that's normal.
Also this .gif file you posted is just a static picture. It doesn't move so it's not actually a .gif image.
