There seems to be two possibilities here:
1. Your ports are not forwarded.
If this is the case, you need to forward your ports so that people outside your house can actually join any server you host.
A tutorial on how to forward your ports can be found here.
NOTE: Forwarding your ports does not make you capable of hosting a server ANYWHERE. When you forward your ports, your ports are only forwarded on YOUR internet router.
2. He's trying connect to your server while connected to the same internet router as you.
If this is the case, your friend needs to click "Query LAN" before joining.
