I got you.

can't you do all 3 of these things in paint

Resizing images in mspaint stretches them and makes them look bad.
You can't be as precise when cropping either.
And backgrounds can't be transparent, only white.

Someone can crop it and resize it.

Sure thing.

Depending on the situation, it may be possible.
