Marble died. This project is dead.

Um no, the add-on is already released on RTB and working, also custom parts are choosed by the creator of the vehicle, you can choose any part of the car to be customizable if you're making one.

Doubt it.

Why? There were always a PC version of the GTA games but it gets released a few months later compared to the console versions.
