If you mean they swam in lava, that was from an old map that was removed.
There was water near the bottom of the map, people would stay in there until the lava was above them, then
they could swim in lava, unharmed.

RTP allows everyone to request a teleport to another person. The target TP can accept or decline the RTP request.
Its probably usefull in oh say a freebuild where admins have to find the target and fetch the person who wants to find them
This is one way to fix that.
If you really need an admin only (admins have /find and /fetch) then I can add in a pref for it.

EDIT: It's not working, the console says it can't orbit a non-existing object.
EDIT: That was the new one, ill look into the issue.
