Well from what I can tell the best graphics card that would fit in your case would probably be a 9800 GT because its a gateway that uses the handicapped BTX form factor, which allows you to only fit cards that are single-slot.

Also, that card in the link above does not require a 6 pin PCIe power connector so you probably wont have to upgrade your power supply.

This might not be how you do it and might not work for you.. But it cant hurt..
If your running like a linksys or something goto 192.168.1.1
Password Admin.
Then on setup
Number  of  Address: to 1
Change DHCP  Address  Range: will stay the same.

NO BAD IDEA. Well actually its only a bad idea if you have more then one computer at home, but then again why would you have a router if you only have one computer. Anyways, most routers have some way of giving a specific computer the same IP address all the time. You will have to find the option for this on your own because its different for every router.

    Graphics don't make the game. It really depends. Mario should be unique and pretty looking, while Metroid should have good graphics. Besides, the Wii is fully capable of good graphics (Metroid Prime 3, Super Smash Bros. Brawl).

     It really depends on what you like. If you want a Wii, get a Wii, If you want a PS3, get a PS3.
No its not, it has the power of a last generation console and outputs video at a terrible resolution. The Xbox360 already has ~10x the processing power the Wii does. Yes graphics don't make the game, but I really hate staring at low resolution video on an HDTV, it just looks like complete stuff.

I'm pretty sure the Xbox and PS3 don't output at 1920x1080.
Yes they can, but not all of their games do, because of their hardware limitations but even so, most of their games output at significantly higher resolutions then the Wii. Although, some Xbox/ps3 games dont output at very high resolutions, like Modern warfare2, which on consoles only outputs at 1024x600.

If you enjoy playing with more then 4 people, go with with PS3 because the Wii's online play is complete stuff. In my opinion the Wii's graphics are also complete stuff when compared to other consoles. The Wii can only output video at 640x480 (480i) while the PS3 and Xbox 360 can output video at 1920x1080 (1080p), which is actually more then 6 times the number of pixels that the Wii outputs. Basically the Wii's graphics are FAR behind the other consoles/PC's so if you care about good graphics, DON'T get a Wii.

Yes its extremely easy to navigate, and the general use of explorer is simple and very responsive. I'm not sure how customizable the sidebar is, I never wanted to change anything about it because it has everything I need.

I have no experience with 7 or Vista, but I think OSX has a better user experience then XP.
I have been using windows 7 ultimate for 3 months now and have used even the newest version of Mac OSX, and I an easily say that the user interface in windows 7 is the best and smoothest I have ever used.

The processor is only a dual core, which will be outdated within a few years, while quad cores and above will be "good" for much longer. Yes a GT 220 is better then a 6150. Dell does sell computers with more powerful graphics cards, but only with select models. As I said before, you would be MUCH better off building your own. If you REALLY can't, don;t buy that Dell computer with a graphics card, you could save a lot of money and get a much better card by buying your own from Tiger Direct or newegg.

Tell me if anything should improve.

Processor is meh. Graphics card is crap. You would be MUCH better off building the computer yourself. It would cost anywhere from 10-40% LESS then if you bought a computer with the same parts from dell.
