Why do you want to beta: I have before, but only once. I really like it, it's a great server. I believe it can go very far.

Recommendations: (If you mean to your server, then ok) Maybe make a bot version of the SCP's? I know you probably will, but when I joined, it was people playing as the SCPs. Only one I think I knew was a bot was 106. And, maybe add the guards that would just randomly appear in the game and shoot you if seen?

Have you played SCP Containment breach?: Yes, but I chickened out when I saw SCP-106.

Have you read the SCP Wiki?:Yes, lots.

Torquescript is incredibly easy compared to common used programming languages
For example you only have one variale type that you can do anything with rather than 50 different things that you sometimes can't even convert

Torquescript is pretty good for beginning.

personally I'd advise you to learn an easier programming language first just to understand the basics, and then move to torquescript when you're more comfortable
That seems to be the way everyone says to, so , That's what I will do. What language should I try first? LUA?

Many of the forum members don't seem to take too kindly to people who are just learning how to code, Zeblote here is an excellent example of that time and time again.

I post this everywhere as I feel it would be the easiest way for people learning how to code for the first time, like you. Try Codecademy, it teaches you the basics of coding. Once you learn that, coding for Blockland will be much easier.
