Now with the admins abusing in his server, its no longer a CityRPG when admins go on killing sprees with the /pardon command and such.

Don't blame technical features for how they're used. Pardon was crafted up so that I could experiment with new crimes and pardon players who participated in tests. It's not my fault complete handicaps use it to further their killing sprees.
