I seriously cant believe that maps are (technically in a way) coming back, I'll be waiting for GSF San Andreas to make a return! (if making a map that big is even possible, i'll be amazed if it is and if someone take the time to do such a thing!)

Yes he's basicly saying that the blocklander you play as has a high pitched voice. Which means the shout is high pitched.
