That's why there's a restriction saying which you can't attack others that are fairly lower than your empire is.

I feel this would be unrealistic, You should have a system where you can buy a technology right off the bat from another city to get up an empire to a certain size, Like you should be able to make a good starter capital with advanced tech then the rest you have to work up around.

I remember being the first to make pre made islands for fort wars  right after sharers came out....
