Modification Help / Making an RTB Pref

How would I make an RTB pref? I've looked at others and they're confusing and don't work when I edit them to what I want to be done. I've already done the if statements

Server_NoJet

I made this because I wanted a mod that could stop people jetting around without changing all their datablocks or making a minigame, so this made it easier.
@ Features @

• Command to change your own or others ability to jet!
• Admin only!
• Ability to tell whether you were changed to have jets and vice versa
• Able to tell if you changed a person or not.
• One simple command to do so.
• RTB Pref to enable / disable.

@ Command / Usage @

• /Jets    Enables / Disables your own ability to use jets ( Admin Only )
• /Jets Playername    Enables / Disables someone else's ability to use jets ( Admin Only )

@ Changelog (DD/MM/Y/ GMT +12) @

Doesn't interfere with minigames anymore.
Does not change playertype if you spawn with a playertype other than "PlayerNoJet" or "PlayerStandardArmor"

This is really getting to me, I have tried to change my avatar a ton of times.

Things I have tried -

Changing size to 75x75 / 74x75 / 74x74 / 70x70
Clearing image cache, Shift F5, Ctrl F5
Using Internet Explorer / Google Chrome.

If anyone could suggest ideas that would be great.
Oh fyi it's not animated.

Modification Help / Floating vehicle doesn't turn that much

How do I make vehicles float on water that are not bots? I am really confused about this and I would like some help, thanks.

I now need help on how to make the vehicle turn, it goes in water and hardly turns when I try to turn, it's because of the water, not anything else. When on land it turns fast but in water it hardly turns.
Help please.

So i'm trying to change a my windows 7 to a windows 8 look, like the colours and the buttons

(The ones at the top right of the page.) so I downloaded this pack - http://mare-m.deviantart.com/art/Windows-8-8-1-Theme-for-Windows-7-318932206

it's entirely legit, I changed the fonts and stuff but the last thing needed to change is the explorerframe.dll
and I am kind of sketchy about changing it. I'd like to not forget up my computer.

Would this be safe?
Also I am running windows 32 bit, window 8 black theme, and it's home premium version.

9/11 isn't something to be kidding around with. 1,000+ people died in those two towers, and planes. People gave their lives by attacking a terrorist in a plane to save the pentagon. I'm sure if one of your relatives were in that tower you wouldn't be joking around as much.
How do you think this would make some of the family members of victims of 9/11 feel? It would trigger them to cry, be upset, and much more negative reactions. Please, quit being a child, and grow up. 9/11 is nothing to laugh about. Comedy on events that didn't actually occur are fine. Dark comedy is never okay, in any way, shape, or matter. Making fun of something serious like 9/11 just because you don't feel that it means anything to you is ridiculous.
The shame in this video is as follows:
-Mocking the plane crash by using a fake, virtual, flying jeep
-Playing a rude, abrupt, national anthem song while the event in the video takes place
-Making the screams of the thousands of people seem funny
-The description, was that really needed for a childish video like this?
