He says, and what I got from the statement, is that police these will shoot on impulse. Which isn't true, a cop won't just shoot at someone because they suspect they have a weapon without viable view of the weapon or don't have strong reason to believe so. I agree with the fact this is incredibly dangerous, it was just the statement that all police are trigger happy isn't true about all police.
