For this reason, many experts believe it is unlikely the ISPs will jump at the opportunity to launch any new business plans taking advantage of their newfound freedom. Doing so could inadvertently aid anyone petitioning for a stay, providing them with a real-life example of how the ISPs new behavior will irreparably damage their business.
