if a guy pays for flight lessons in cash, and scuba gear in cash, and buys bulk material and chemicals in cash then all of that together is suspicious enough to arrest a person without necessarily a charge in a specific crime (call them a terrorist then)
you can do all these things and not be guilty, thus they need to call that obvious trouble maker a terrorists to make it legal. even if hes let go later.
any one of those things alone arent suspicious.
do you really think our FBI and intelligence agencies are getting this much funding to not know what they are doing?
