i run this game just fine and i meet the specs at normal to high.

AMD Radeon R9 270
AMD A8-5500 APU quad core 3.7 GHz
12GB of DDR3 RAM

my textures are normal, MSAA is off, everything else is on high, and I get 20-30 FPS with it.

yes actually.

I ran GTA5 on PC with no problems minus the disappearing map, but that stopped immediately after I finished Franklin and Lamar. ME and a few buddies even played GTA Online and played a few missions and even a heist.

Aiming is the easiest part of a shooter. There should be game mechanics beyond simply mucking that up to enforce difficulty.

yeah its called recoil and movement. Also being shot at.
