Because chances are buddy is that she already probably talks to some other guy she's into. But hey man, I ain't to judge go for her. Isn't it illegal to do such things as shown in OP? I'm 99% sure DDoS'ing is a cybercrime/actual crime if I remember correctly, and hacking just one account may not be illegal but hacking every single account you have has to have some type of offense to it, and if your credit card account/paypal/whatever account you hold money with is also hacked, then that should also be a crime too, sorry if i'm wrong with one of these as i'm not an expert at cybercrime, but try reporting all that is in OP to your Internet Provider/ISP/Authorities.

Edit: Oh and also, there may not be an exact location of your "guy", he may not be in Hong Kong or China or whatever, considering they may use a proxy or whatever changes their IP.

This random guy popped up one day and ddos'd me out of the blue, I returned the favour. Hold up before you think I deserved it, this is normal. It's a kind of game people play to test their systems - it's all friendly stuff though. Me and the guy actually exchanged friendly messages now and again. Then he pretty much vanished off the board for 8 months. If this is him he's come back with some serious firepower and a huge grudge. I also traced him every time i've been ddos'd and you're right. He is using a proxy. Basically what i'm saying is that the police are not an option here.
